  1. While on duty BWC will be required to be in the ON position
  2. Placement specified: upper middle chest, just below the neck (so the camera will not be obstructed by the arm) 
  3. BWC's automatically start recording once sirens are activated and or firearm is removed from the holster
  4. Discipline or suspension for failure to adhere to BWC law with mandatory BWC retraining
  5. Each year the local municipality will publicly provide quantitative data to include but not limited to:  

  • Detail the collective hours of all footage generated by the BWC's
  • How many times the BWC's failed and the reasons for their failure
  • How many times the BWC's was not activated when it should have been 
  • How many internal investigations were opened for failure to not turn on the BWC's
  • How many BWC recordings were used in internal affairs investigations 
  • How many BWC videos were used to investigate claims made by an individual or group 
  • How many BWC's are available 
  • How many FOIA requests have been received asking for BWC footage
  • How many FOIA requests have been fulfilled by providing BWC footage

Far too often, when police officers use deadly force, they are the ones who write the reports and collect evidence that is then provided to the District Attorney’s office.  They have a close working relationship with each other. This is not transparent and far from being impartial.  Sign our petition calling on our elected leaders to end qualified immunity and require independent investigations when police use deadly force.
